If you work around congress they tell you via insider trading what is about to happen too.
But I made 2 million myself, more or less hands free.
Spend $400 making a website selling something people need, not want... NEED.
Charge a little less then the comp.
Advertise.
Exchange. (profit means you made money with no effort or work and that is income IE TAXABLE - exchange is you did work for something and that is labor NOT TAXABLE in the USA anyways)

Just got to know how to classify your work, if it is exchange, not income there is no tax. Since you said IRS I assume you are in the USA.
Make millions pay 0% legally, for decades (and before you go "bu bu bu bu bu WAAAAHHHHH ima bitch!" I remind you any paper work accepted and not argued after 3 years they can never come after you over, so clearly what I am doing is legal... Also my CPA agrees - don't ask them, tell them the law and suddenly they know what is up because they do this too.)

Step #1: STOP wanting to make a million or be a millionaire
Step #2: FIND a group of business owners who share the same problems
Step #3: Get to know them and understand their common PAIN POINTS and problems
Step #4: Give out free solutions (one case at a time) to see if their PAIN POINTS are fully addressed
Step #5: Learn from your mistakes and keep experimenting until all your CASES report HAPPY RESULTS
Step #6: Get testimonials from your HAPPY cases and contact the REST of the business owners who share the problem your service/product SOLVES
Step #7: SOLVE these people's problems. WHY? All they care about is having their problem solved. They don't care about how much you NEED to make money. SERVE THEM FIRST and the money will follow.
Step #8: MEASURE YOUR SUCCESS based on how many you helped
LESSON: People don't care what you know until they KNOW THAT YOU CARE
