Need advice on monetizing a local SEO site

I have one local site ranking for the "water damage" niche. Currently in page 2 without any link building and getting 50-100 impressions per day.

I'm planning to build some backlinks and move this site to page 1.

I need your advice on monetizing this site via pay per call. Need to know how to set it up.

I prefer rank and rent. You just forward the calls to the business owner and collect a monthly fee.

You'd have to pay for a phone number and monitor how many calls they get and the duration. It's just a waste of time and if you send them too many leads, they don't want to pay for them all.
