I want to build a site like this one https://countik.com/live-video-views-counter , where do you think I can get the TikTok APIs and manage to track video views (every 5-15 min)
I am not a developer and am on a limited budget, so I am trying to do it myself, any info that can help me will be much appreciated.

You need an experienced developer with reverse engineering skills. Also you have to bypass certain TikTok security limits, because TikTok will discover your mass requests and ban your accounts.

as far I saw you need to register as a dev to get acces to the API, go through a verification process to validate the account before you can get access everything is on tiktok website and FAQ.
