Help with building links for local SEO

I am doing local SEO for a client I am working with. He is in a large city so there is lots of competition.

I have experience with local SEO but only in a relatively low-competition area. #1 Competitor in his area has 3K ******** backlinks for his main page. How do I get that many backlinks? I don't mind paying for them but want them to work. Also would appreciate any explanation of how this works!

For guest post how do you advise I go about it? Email the website owner hoping they take my article in exchange for a link back? Or offer to pay them directly for a link? If so what is a reasonable price.

Can I get some guest posts on other not Baltimore websites? Will that help rankings?

Thanks for the advice. I recently looked into what SEO agencies in my niche are doing for their clients.

I ran a backlink audit in Semrush and see most of the links are profile links on forums, etc. The clients seem to rank well.

Should I do these as well? What’s your opinion?
