I have Also tried paid phone number generator like smspva but I still can't receive phone verification.

I changed my browser and even changed my device.

If you don't receive a two-step verification code by phone call: Disable all third-party
call forwarding service apps (Voice Over IPs). Additionally, you can turn two-step
verification on through your LinkedIn.com account. Be sure to verify that you
have a phone number associated with your account.

If you are using android try going to app settings from there check the permisions and make sure is on allow, clean chace and data from the app besides that check with the carrier if they allow you to receive international message because sometimes those sms have an extra cost for being received.

Publicly available sms generators won't really work unless you're using premium option which hasn't been flagged as potential spam threat. Eitherway, try maybe someone else to do it from a different phone or device. Interesting to see what's causing the issue. I bet it's a hardware problem, whether your phone or cellular provider blocking it.
