Cold mass email vs Lead Magnet

I have about 9000 cold emails in a list for people in my niche. I also have some Lead Magnets set up on my website that are generating some, but less, warm leads. Should I put more energy into cold outreach, or into my leads I attracted with the lead magnet?

I'd prefer lead magnets because they are more "warmed up"

you could use your email list to help you build an audience to target ads to the lead magnet

Since you already have lead magnets, I would personally start there. Once you see conversions, then you can focus on your cold emails.

Wouldn't sending them lead magnet be considered cold which is as you said is not allowed

Anyway to turn B2C scrapped email list into an opt-in list?
