Preferably with cheap living costs.

Is Sri Lanka really bad? Will I just loose access to electricity and that's the end? Hahaha.

Somewhere with 0 tax or very low.
 
Dubai, currently with 5% Vat only but now from next year onwards it's going to be 9% 2024

Philippines (0%), Bulgaria (10%), Cyprus (0% for 17 years).
Def considered Cyprus, real estate slightly cheaper than my home country, not sure about living costs like food, etc

UAE will have 9% corporate tax starting 2024. However if your profit is below AED 375000 per year your corp tax will be zero. No personal income tax. However living cost in UAE are generally high. Cyprus has 12.5% corp tax, living cost are lower than UAE. Canary Island have a special tax rate of 4%, however you need to apply and fulfill certain conditions to be considered.
 
Why Andorra? Not seeing anything jump out.
This will be the reason:
- tax on personal income above €40,000 capped at 10%,
- corporate tax capped at 10%,
- there is no double taxation, meaning if your company pays 10%, then you are paid a dividend, you will be taxed at 0%,
- Andorra’s sales tax is 4.5% for most goods and services,

Compared to countries on the European mainland, it's a pretty decent country for cheap taxes. It's a very stable country as well, which makes it fairly attractive to set up a business there - and to live there. If I plan on moving countries any time soon, Andorra or Bulgaria would likely be my preferred destinations.

Have been looking at the Canary Islands pretty hard.

That's like comparing apples and oranges.
The blue collar workers come from a similar standard of living in their home country. OP is obviously not going to have the same standard of living as a labourer just to live cheap.
Living cost is definitely higher for someone who wants a decent standard of living.

Correct. All the construction workers, hotel staff etc get housing provided and share apartments /dormitories. Very basic living conditions.
