Is not ONLY them... everyone tries the "refund" method when it is so easy with paypal.
When I used paypal, there were customers from UK and US who called paypal saying their account was hacked, and guess what? They won the case... Many times I had no chance to reply because the case was closed in their favor. I had a customer who wrote me an email saying to refund the money or he would claim to his bank that he lost the card... he also won the case.

As a seller, don't use Paypal. They always favor buyer. That's why I use Stripe.

In my country also PayPal restricted for high rates. I use USA account bought it from bluevcc.com

Why PayPal banned in Pakistan?

The Pakistani government doesn't comply and create laws relevant to Cyber Crime.

Laws related to Cyber crime are still missing and central Credit history/scoring system to be made available to paypal, and ability to charge a fraudulent seller and bringing them to court.

Paypal see Pakistan as high risk country. Pakistan government inability to go through this process has made it impossible to make these accounts in Pakistan.
