Figma is an online design tool, not a cms. It is used for prototyping apps/websites/whatever you wish. You then have to actually implement the design (there might be some plugin to convert the design to html, but I bet it will be crappy).
So, nopes, figma is not seo friendly.

If you're designing a site in Figma, the SEO part comes into play when you convert those designs into code. Make sure your developer translates your design into a site that's structured for SEO: proper HTML semantics, fast load times, mobile responsiveness, etc.
