If you convert to the site you referred to with Cloaker, the conversions appear in your Ads account. I use it that way. However, I don't know what your cloaker system is like.
 
All you have to do is use a tracker with Google INTEGRATED as a traffic source and then import the conversions by clicks in the conversion setup. It works and a few trackers have this feature.

Hello, the best way is use offline conversion.
The principle is simple offline conversion, pass gclid to any sub (for example sub7), then as soon as a conversion appears in the affiliate program upload that conversion as "offline" adding the value of the conversion and its approximate time. I optimized all this with uploading conversions to google table which I then upload to google ads.

This work best for blackhat ads.
 
Can the tracking provided by Voluum and Redtrack solve the problem of tracking templates for unauthenticated and infested sites?
