It looks like there is an issue going on with Gmail. I was trying to create a new account and it was giving the same error. I changed the phone number that was never used for creating an account but still I was not able to create an account.

this message is fake or misleading

they're trying to tell you they hate you

there are 2 options

1. they will let you verify the account from another ip, the same number might work from another ip from another isp (shock, google is lying! or hiding facts if you like it that way)
2. they will never let you verify that account no matter what you do and how many numbers you try
