As far as I know you can still put link in the description there is no restriction, maybe the link that you are using was reported and spam and that is why is removed or doesn't allow you to add it or the account got restricted because of the link you try to use.

One option is sponsorship. You can do deal with big brands but this is possible only if you have lot of viewers who watch your videos regularly.

Create a 16:9 youtube video (post it as a normal video) talking about what the link is about and add the link to the description and after make the video not public and add it to the suggested videos on the short.
