First tier platform traffic:
Google ads
Facebook ads
Bing ads
Quora ads
Reddit ads
Second tier platform traffic: (Good for AdSense arbitrage)
Taboola ads
Propellers ads
Adsterra ads
Moneytag ads
Mgid ads
Admaven ads
Third tier traffic platform: (extremely good at AdSense arbitrage because of ROi)
Popads
Popcash
Propellers ads( bit cheap)
Adsterra bit cheap)
If I were you I will start doing the arbitrage using propeller ads with viral or news captivating content. Also think of something like a niche meme.
Something that has the power to go viral or perhaps high CPC content that have the possibility of going viral and can appeal people.

I'm doing it and it still works. Have sources to provide 30k daily tier 1 visitors by myself, so arbitrage is like an additional source of income

AdSense is moving to Pay-Per-Impression and making changes to how publishers will be paid in Jan 2024, apparently. You won't earn by the click anymore with adsense.
It might be a good idea to wait and see how adsense pans out after the change. Get your PAGE level earnings data ready in the meantime, maybe go to adsense and add some of your urls to a URLs channel report so see earnings per url.

They are moving to pay per impression model soon. If you can get cheap traffic from other sources, sure it can work.
