You need to post 100 times on Blackhatworld (the forum you're on right now)

Then when you reach 100 posts, you can upgrade your account to Jr. VIP , you see the Account Upgrades button on top of your screen?

It cost $147 per year to be Jr.VIP
 
I saw a VIP package for $750. If a newbie like me can use that package, can I post the service?

Yes, thats the marketplace seller upgrade. You would still need to have your services reviewed and approved by Moderators but if it does get approved, you service will be available to everyone on BHW and you can advertise it as well.
