without knowing which packages you've purchased (and from which sellers) I would say NO! Fiverr and (especially) seoclerks are notorious for selling garbage backlinks, you're going to tank your site eventually if all you have is bad links.
You might not like to hear it, but good backlinks cost money. If you intend to be in the SEO game for the long run you'd better have deep pockets or else I don't think you'll survive, sorry to say it.
You could also try free backlinks in the beginning and see if those do the trick, just don't use fiverr / seoclerks. Not for your tier 1 links at least....
