I think its a mix of both. User behavior/algorithm (with what content you interact the most) seems to be more important than GEO in my opinion. Means, you can also watch only Japanese videos if you are in the US, if you engage and have a high watch time for Japanese videos only. But this is just my experience, could be possible I am wrong
