1 more client refuse to pay me via plimus

Hello there,
My client get finally agreed to buy my link building service and when i give him a plimus link for upfront payment he refuses me to pay via plimus and said that he will only pay via Direct Paypal.

And Today i get a Shocking mail from PayPal in which they stated that

PayPal email me: In compliance with Indian regulations, if you are selling products and services to customers globally, please review the following important information:

? Any proceeds or earnings received into your PayPal account from the export of goods and services should be withdrawn to your bank account within 30 days.

? While making the withdrawal please make sure you select the purpose code that best fits your business.

? Any proceeds or earnings received into your PayPal account from the export of goods and services may only be withdrawn to your bank account in India. This received amount cannot be reused for making purchases.

? If you would like to make purchases on any website that accepts PayPal, you can continue to use any credit card issued by a bank in India.

I have joined Paypal from Indian Nationality but i do not live in India.

Now i currently stuck in that situation and can't find the solution. I need your help.

The only thing i can do is to create another fake Paypal account from another country other than India for PayPal lover clients.

Yes i can use Google checkout and moneybookers but many buyers trust on Paypal.

The thread is confusing, Some says that they ask paypal about it and paypal claims that this was a phishing attack and some says that they also email to paypal about this email and paypal accept that they have change Indian policy and the email is sent by them.

Whom to listen? And i can't contact paypal directly via email or phone :(

I honestly think that a lot of buyers (especially IM buyers) use PayPal because they know they can get a refund at the drop of a hat.
