Let's say i don't wanna rent/buy old fan-page from agency. What should i do with my own resources? Like create a new page, then what?

You can build it day by day of course, try to follow these steps below:
1. Fill full the information.
2. Post some normal posts and leave comments somewhere.
3. Run ads with small budget to get some interactions.
4. Invite friends to like & follow the page.
5. Re-run ads with post which has most interaction.
Try to do this in a week. Then your page are more stronger. And if you don't have much time, just rent/buy them, it's worth.

Yes, 1 social account can manage many page. I don't think it have specific number of page but for me, 3 pages is the most safe

You still create pages and track interactions, share through groups to get organic followers. Later when you have a higher budget you can run ads. But this way you need a lot of time, be persistent

If no agency, you can use a tool to grow your pages on your own. An automation tool probably. Like using multiple accounts to massively join related groups and share your posts. I'm talking about the growth though.
If you don't have the budget for it, just create pages and share valuable content. If you can't win with quantity, you have to rely on quality, right
