Banned domain on Google Ads

Is there any way to advertise in Google Text Ads if my account was banned for promoting deceitful practices (selling likes, followers etc in social media)? I tried already a few times, ads worked for a day-two then banned.

I'm in a new place (moved to another country), have a new card, new mobile number. Laptop is the same. Name (identity) obviously the same.
