Think of a niche (memes, fitness, motivation, something like that).
Create Insta accounts on all phones.
Find a bunch of sites on other platforms such as TikTok, YouTube, etc., that have video content related to your niche.
Make a script that will download and update the videos so that they are different from the original ones. If you can't make a script yourself, hire someone who can write it for you.
Post niche related content daily on all phones using some sort of automation.
Once your accounts are of decent size, sell them. There are multiple websites where you can do that, including here on BHW.

Anyone with $1000 capital can get 20 mobile phones from China. That will make such a work competitive and it will die. So it is next to impossible to make money with this approach.
