How to upload custom html to WordPress

Hello, I have WordPress website on localhost using xampp. I want to use custom HTML file as my homepage. How to do it?

I tried searching in Google but I am not able find. Perhaps I am searching wrong thing.

Install file manager in WordPress plugins

First step to consider while creating a custom html is to create a HTML file then you can goon creating a theme and a custom page template
