What kind of account is this?
You need to identify who your target audience is, what kind of value you will provide to them via content, and then focus yoir efforts on exposing them to said content. If youve done this right and your target audience find value in it as supposed to, youll get lots of follows.
You can also try social proofing with some fake followers if youre comfortable with that and can workaround the lowered engagement youll get because of it. Statistically people will follow an account with 5000 followers more often than an account with 500.

Buying follows is never a good idea. First of all its easily detecable with i.e. social blade and besides the followers dont interact and your engagement rate will drop extremly.
