As I know black hat seo is super danger for a website. But people still working with black hat seo. But why?

On my point of view, people sometimes use black hat SEO because they hope to get quick results, even though it can harm their website in the long run, either because they're unaware of the risks or they're looking for fast gains.

Profits. If you ask these questions, you might want to stick with White Hat Seo, since Black Hat Seo is only for specialists, or/and risk-takers.

It depends how blackhat you want your site to be, for example buying backlinks is considered Blackhat but everyone is doing it.
 
Focus on creating high-quality content, building high-quality backlinks, and optimizing your website for relevant keywords and phrases rather than using black hat techniques. By implementing these strategies, you will raise your website's search engine rankings and attract more relevant visitors.

Why people sell drugs if you can get caught by the police?

Generally, these strategies lead to shortcuts on getting to where you want to arrive, with the counterpart of taking some amount of risk.

For example, you can be blasting links to your money sites, and given the latest blasting techniques you could see a sudden high rise on your ranks after a blast and a sudden drop after some days. You could hide a little by tiering, but is not as effective of blasting directly.

My real question is why people do massive tiering nowadays. I see schemas like the ones from automation services (like GSA, RankerX and SEO Autopilot/Neo templates and they tier like mad, which from my perspective is a massive waste of time and resources).

So yes: some blackhat techniques are not worthy anymore, but not all. You must find which gives best returns in exchange for lower risks (or big risks if your intention is to churn and burn your site). This has been like this for ages and nothing has changed to now.

Low investment (both time & money) gives fast results or no results.

Rinse, repeat, scale to multiply the results.
 
A large portion of 'SEO work' would technically be termed Black Hat when going by Google's guidelines. Ever built a link to your own site? You're flaunting big G's 'rules' and should be punished! /s
