No bot will ever be "really safe". If you do any kind of automation on FB or IG - be prepared to get your accounts limited.
Never use any botting tools with your main profiles - people with 1k, 10k, 100k and so on got their accounts banned because of it. If you want to leverage automation and get some value out of it - run secondary(child/slave) accounts with a bot and direct traffic to your main profile from them. While this also can bring some repercussions to your main profile - but it is a much safer approach.

An Instagram automation tool is just a piece of software, it depends on how well you use it, what you promote, and many other factors.
If you are new to this, make sure you don't do automation on your main account and instead run a few child/dummy accounts, where you will be doing automation and promoting your business/service.
Don't get too motivated and start with many accounts, at first start only with 3 accounts and try to grow and promote your business using them, you won't invest a lot of money and you will learn how things work.

I think the bot won't be smart enough to respond to all of it, because it's just an automated programming. The best way if you don't have time is to find an employee to do the work manually.

I think the best and safest option is to automate in the browser through programs such as zennoposter and similar programs.

As others have mentioned, automated actions are never safe. None of us work at Instagram so none of us can ever truly say what will be bulletproof.
If youre just starting your business/page, manual growth would be best. You can try actions on a small scale (always be mindful of guidelines for daily action limits) and see how it works for you. Then if you want to scale you can hire somebody to do this while youre busy, or to perform actions from multiple accounts (do research on multi account management first! Repetitive actions from multiple accounts without the right tools = insta ban, manual or not).
If youre ready to scale further with automation, in my opinion the safest way is real android/ios devices which are automated via computer software connected to them, all the actions happen from the device itself which makes detection harder. Unless youre an experienced developer you will need either someone to provide you this service, or a developer to make a custom solution. The marketplace and hire a freelancer/want to buy sections can help with this. It will cost some money, so manual growth is recommended on a smaller scale if you are not making/plan to make serious money from your investement, or youre worried about the risks that come with automation. Manual will always be safer, but harder to scale to a large size.
In any case NEVER spam or bot with your main account! Way too risky.

Choose manual over automatic. It will be the best option.
