Google does not read the site map.
Even if I resubmit the update, the "last read date" will not be updated.
Is there a way to solve this?

On my opinion, if Google isn't updating your sitemap and the "last read date" isn't changing, try fixing any errors in your sitemap, make sure Google can access it, and improve your website's content and structure to encourage more frequent updates by Google.
 
Check your robots.txt file to see that it's not blocking google from reading. Make sure it's been checked and submit again in GSC.

Are you sure there is nothing blocking access to .xml files on your server? Robots.txt, .htaccess rules, Cloudflare rules etc.
All other pages except the Administrator Bulletin are robot.txt so that they are accessible.

Even if you delete the site map and submit a new one, the results are the same.
 
Using the <priority> tag in your XML sitemap to indicate the importance of different pages on your site. This can help Google prioritize crawling the most critical pages.
 
To ensure this doesn't happen, check your robots.txt file. If it passes the GSC's inspection, resubmit it.
 
I think this is because GSC do not read the sitemap everytime you update the sitemap. They read when they want(whatever the algorithm is) and then update that "last read" time.
