Google is disabling my accounts

Hey, ive been creating Google accounts and verifying with phone services, but after 1-2h the Account becomes disabled
, i also noticed I am unable to create any in my phone apps like Google play , they are giving me error and only way is to use phone browser. I am using an Android, any suggestions?

I am having new proxy for each Account
Phone is reset every new Account
Still being disabled.

It is better for you to try it with another device. Get another phone and use mobile data to sign up.

Yeah i use different numbers , but i can't be changing devices everytime this happends since i need accounts constantly everyday

Hard reset of your phone, if that's what you mean, deletes all the data from it, but doesn't change some important phone info like IMEI and other which google and any another service can eaily track down.
If you have access to windows OS then get any anti detect browser, like dolphin or incogniton, since these are free, and create the accounts there. Also make sure the proxies you use are stable residential or mobile socks 5
If you follow all these steps and it still gets suspended, then the issue is those numbers you get from online services. All of them are usually overused and blacklisted, so you should go to your local store and buy some physical sim cards. Even if they aren't going to match your google's account country they're still much better and won't make your account disabled.
Doing all I said here will have your registered accounts healthy.
