Does your google account look like this?

If yes, then there are thee main reasons:
- you attached a blacklisted number used from an online sim service
- you used a [very] blacklisted cheap proxy
- You bought this google account from someone who either stole it (and then logged into it using cheap proxies) or registered it with a bot

In most cases it will still allow you to recover your account, at least it did for me almost always. When recovering, it will either ask for verification via a phone sms or, if google, like, really dislikes your number, will only offer to receive a code on a recovery email, if you attached any.
Unfortunately, even if you recover it, most probably your google ads will be suspended for unauthorized access, but it can be easily unsuspended by appealing.
