Cheapest countrie(s) to run YT view ads

I want to try G ads to get view for YT videos(as alternative to SMM panels views), I need only the number of views to stick, doesn't matter the country or language of viewers and if is there any genuine interest. I know it doesn't affect YT algorithm, etc

My question is what is the cheapest counties to run ads? Does it matter if video has different language than country when ads run? (I definitely can test it on my own just want to save few weeks and few hundreds bucks on the test). Thanks

You need your ads account currency on that country currency for cheapest ads

tier 3 countries are the cheapest, and when purchased through an agency. personal accounts have regular Ad view prices, which are more expensive.

Sorry for dumb question but what is the difference between running ads in local currency and US dollars? Is it because the minimum amount in dollars is $0.001 while in local currency it can be less?
