I don't think there's a one-size fits all type of solution for these sorts of things. The general instructions are fine enough, but devil's in the detail. In this case, your specific setup might require you to do some additional configurations before your location type really syncs up. Particularly if you're spoofing your location.

have it . but if ur audience small, cost will so high

You should narrow your target to places with a large number of potential customers, thus reducing advertising costs that are too broad.

If your customer base is small, your advertising costs will likely increase

The cost will be quite high, man, there are better solutions than that.
