Yes. If you are a paid member, you're allowed to sell as long as you didn't initiate the sale. Responding to auser reaching out to you via PM is allowed, as well as responding to HAF, WTB, and PMing a user commenting on your BST.

1. If a user is reaching out to you, he initiated the sale.
2. If you are responding to HAF or WTB threads(even if by a PM), the buyer initiated the sale by creating these threads (make sure not to respond to threads that are too old.. this is a grey area).
3. If a user commented on your BST, they initiated the sale by indicating they are interested in your service.

Basically, you are not allowed to outreach.

You can technically do it, but it would be considered promotional if you mentioned that you are using this method that you sell.

you cant use a journey thread as a means to sell or promote something you sell
thats what a sales thread is for.

you either sell in the market place with a sales thread
or reply to want to buy OR hire a freelancer threads.

it is not allowed to pm people offering to sell things.
unless its coming from a sales thread / wtb / haf post
