These kind of footer links with same anchor text almost useless nowadays. This is not PBN. You need backlinks inside article/blog posts. Also google can detect same hosting. So you will get no SEO value from it. But for advertising purposes you can do this if it is mentioned in your TOS.

ok so I need to create pages with backlinks no we have server's all around world so no issues will have different server's for all links or domains

Considering everything is legit, still to set up everything without leaving a footprint for google is going to be a nightmare and costly as f**k. So i would like to keep the legit money flowing, unless of course your clients are freeloaders

There's a difference between "PBNs" and hijacking your client's websites to create links to your website(s).
I'm not sure how many times I have to repeat myself. What you're looking at doing isn't creating a PBN rather creating backlinks to your "hosting and dev" company.
