GMB Creation + Verification

I was doing this thing for a client and I am always thinking where do they use it, I am also not sure if this is legal, but here's the thing that I am doing, I am creating a GMB profile from business that isn't listed on GMB yet, after creating and verifying it, I will suspended it and request for reinstatement, once it it reinstated again, it is all good. Now, what I am curious about is where do they use this profiles? how do they make money on it.
