You can have traffic without authority and that will be on the content that no one has created for now. And if you create very good content that answers the intent of that question.

Then you will need to promote that content somehow like social networks so you get some feedback from people reading it.

If readers stay and read it and search for more content on your website this will be a good way to move forward as a new website.

As time passes and you create content this will help you become an authority.
