Which Twitter tool allows you to DM new followers?

Quite sure TwitterDub has something of an automatic action to new followers, should include DMs too. Alternatively, you can have a separate tool for that coded if that's more your thing.

Many tools have the feature to send DM to your new followers. But there is a problem here, that is, Twitter now has a rule that people who follow each other cannot send private messages. So this cannot be controlled by tools.

Not just technical limits, keep in mind people who don't like it will report your account, unless you're doing it with 'disposable' accounts

This is incorrect, you can send DMs if the accounts both follow each other. Why would twitter only allow you to DM accounts who don't follow? Unless I've misunderstood what you are trying to say

I would strongly advise against even trying to send 500 DMs a day. If you're a famous brand and there is a real person replying to DMs, that's one thing, but that isn't what anyone on this site will understand. Just because twitter states a limit, it does not mean you will be able to do any where near that amount
