I guess you fall under the "unauthorized individual" category. With a page like that, it doesn't seem like you were "attacking anyone", "threatening", or "hateful"...

Yes, 3 step fbml is allowed.
You can't make a fan page saying "Free giveaway" etc as facebook pick up on it. Theres alot of words you cant use when trying to create the page - facebook automatically stops you from creating the page.

Also, try to avoid saying "OFFICIAL"

Make a good FBML code..
..only get about 100 friends* a day!
