You can also install Android on an RDP with administrator access + 4/5g proxies. There are many ways to achieve what OP is trying to look for if the scope went beyond emulators. Simply creating a VM is a good bypass but you need to get things like processor speeds and names right. Usually easiest to just run it off phones.
