Why Google refuse to refund for my invalid clicks

from my experience of Google advertising, the invalid clicks will be refunded weeks after the clicks are filtered



but I never received the refund after more than 30 days. thus I asked my account manager to open a case for this problem
what she got is the $400 refund will be sent within few weeks

I submitted another case after that because there were 3646 invalid clicks, and my average CPC is 0.38. The refund can not be only $400
However, one of Google support contacted me and said there was nothing to be refunded
He told me the cost of invalid clicks is reduced at the same time when the clicks happen
in other words, the invalid clicks didn't cost me a penny

I am confused because I don't know why the replies are totally different from 2 Google support
why they said that and which one is correct??

sometimes support are useless, u have to escalate the case try with twitter they are ashamed of being view by the public
