Are you sure you are talking about the Penguin update released a decade ago? Was your site hit recently or years ago?
Penguin came in 2012 and most sites were penalised at that time, after which, it just got integrated into the core algorithm and there was little chance of seeing a "penalty" due to it.

I bought a lot of links. At first there was an increase in traffic, but after 2 weeks the traffic started to decrease. And now this site has no traffic.
The reason can only be because of the links. Nothing else was done.

Can you share your GSC graph? What kind of links did you buy? Was the spike in traffic via organic channels? If not, it could have also been due to bot traffic or referral traffic from the new links

Links take time to show their impact, and removal also takes a few weeks on average
