If I have my own mobile carriers on my own mobile carrier devices, I’m trying to figure out how I can I use these to create my own proxies? And also have each proxy rotate ip address?

I assume your mobile carrier device is a dongle. Here is a list of tools and features you need to set up mobile proxies.
1. you need usb hub to connect multiple dongles to 1 pc.
2. You need a software to create a proxy using the dongle. This software mostly works on the linux environment because of its stability, but there is still some software that runs on windows. Normally you will get port http, port socks5 for each dongle.
3. you need features to control proxy port authentication such as userass, ip whitelist...
4. you need feature to request proxy to change ip address.

There are some free software at blackhatworld and github, but this is a very basic feature, to set up a perfect mobile proxy you need the features tcp os fingerprint, udp proxy...
However, the experience of building your own mobile proxy following the steps above will be very good to know what your real needs are.

There's quite a lot of prerequisites for that sort of thing. For most parts, you can find instructions over online, Google and all that. For some specific tools, GitHub is your go to resource. I guess this is the best solution. You just need these hardware:

1) Proxy Server:
Raspberry Pi 4 Model B (4GB)
Raspberry Pi power adapter
Ethernet cable
Raspberry Pi cooling fan
32GB SD card (or larger)

2) USB Hub:
Orico IH10P or IH20P USB Hub

3) Wi-Fi Dongles:
Unlocked and modified Huawei E3372h or E8372h dongles with Hilink. ( You can use your smart phone in place of the modems, but keep in mind the features of "Unlocked 7 Modified Dongles".

Then you just need a software or script to Manage and Rotate the proxies.
