Say you have your money site that's been aged in for 3 years and you went out and bought a guest post on a blog with decent metrics. How long should you wait before submitting to a 2nd blog? If you do it too quickly Google might raise a red flag. Anyone have experience with this?

No such standard limits. Depends on the project. Like some blogs can gain natural mentions and coverage in hundreds of blogs in same month. But if you are starting and blog has no traffic once a month is good to start with.

This much posts have very less impact.
Yeah but the problem is that it's been all over the place. The first year I did a lot of backlinking because I had no idea what I was doing and I think Google semi-penalized my site and then year 2 I did very few backlinks and now year 3 I'm getting a better handle on things and providing more high quality links. I just don't know if I should wait a month until the next one or if I can do them 2 weeks apart or what.make an average of the backlinks that your site has been acquiring weekly / monthly over the last 3 years and stick to that average and you'll be fine

how many backlinks do you have in total? Actually, how many RDs?
how many RDs you've acquired in the last year? What about the last 2 years?
Answer these 3 questions and I'll tell you how many links you can safely build (or read Tiiberius' reply from above, the guy knows his stuff and can answer to your questions better than me)

Max 5 Blog (guest) posts in 24-48 hours.. better to build guest posts links as Drip Feed so all look natural to google.

It is important for Google to acquire natural links. A quick acquisition of multiple backlinks is not recommended.

It majorly depends on your past history of acquiring backlinks. From your question, I’m assuming you haven’t done any paid link-building in the past.
In order to look “natural” to Google and avoid raising any red flags, you should mimic your past link-acquisition trends (and increase the pace gradually)
So let’s say your money site has multiple informational pages ranking in the top 3 spots. Over time, it’s natural for journalists and other blog writers to link out to your page as an external resource.
Now, let’s say your money site was getting 2 do-follow links per month in the last 2-3 months. You can either continue this pace, or increase to 4-5 links per month. I’d say you can comfortably increase the number of links each month by 10-20% (after reaching the 10 links-per-month mark). But do NOT make it a definite pattern. Try to be as random as possible, because websites that acquire links naturally, follow a very random pattern.
Some additional tips:
1. Try to spread your backlinks to multiple pages of your websites (because that’s what happens in case of natural links). Do not send an abnormally high amount of links to 1 money page. The only exception is when you have a resource-heavy and highly researched page, which has acquired some links naturally already. In that case you may send multiple links to that page (This looks natural because in real life, a resource page sometimes goes viral and ends up getting a ton of links from people talking about it)
2. Don't just keep buying guest posts/niche edits, but throw in some web2.0s, comment links, forum posts, etc from time to time for a healthy and natural-looking link profile.
3. If you want to boost your money pages but they aren’t informational in nature, create relevant informational pages and build links to those pages, which would be internally linking to your money pages. (It looks more natural as product pages/money pages do not get tons of links by nature)

As you mention your websites age is 2 years, so I can said that drip feed proccess is natural. at other hand you can write 3-5 blog at the same day. So now its depends on your way.
