Regarding De-Indexed Domains

I was using SpamZilla to research expired domains.
Most of the domains I like dont appear on Google when i search with site:domain dot com

Does it actually mean that they have been deindexed or they will re-index when i rebuild the site?
 
they're deindexed, but unless they're heavily penalized they will re-index
Is there a way of checking if they were penalized or how heavy it was?
 
Check them in Ahrefs for algorithmic penalties. Ahrefs lists algo updates in their graphs. You can easily correlate update time with traffic drops and organic pages ranking drops.

Only way to know manual penalties is to plug them into search console.

If the cause for penalty is content and not links, you can bring it back to life easily.

If it is links it would be trickier. I would just move on to the next.
 
Manual penalties are unusual but you can check if it was a spamsite on the wayback machine.

Also so far, I only bought one domain with a spam penalty, made the new site properly and then appealed the penalty. Google takes a long time to respond but eventually they remove the penalty.
