A refund is not possible if you're rejected. They keep the 8$

Approval is almost guaranteed unless your account has a previous suspension/limit.

Make a fresh account and warmit up for a week. Since there's no minimum tweets requirement to get the blue.

Approval is decent, really. Might want to keep an eye on those guidelines because you can still hit hard for violations. That said, I don't think refunds are guaranteed but it's case by case.
