How are you using a new IP everytime?

Any best practices or things that Google looks for and flags for?
I would be surprised if anyone revealed their techniques, but I have to say that since 1 month, I've been 100% unable to stick 1 single review, and I'm purchasing them at an extremely slow rhythm.
Google has learned too much.
If I had to bet, I would say that:
1. A mobile physical device is required. I've tried with Bluestacks and it's 100% impossible
2. A fresh sim card.
3. I have not tried yet, but probably location spoofing must work (most likely because it's unlikely my providers move to the places I ask for reviews). I asked for location spoofing software some months ago, if you check in the forum you might find some answers in this regard.
Despite that, these 3 things are important, I'm still not sure of a ton of things:
1. Could I reuse the device? Devices might have some hardware footprint, not 100% sure, so probably a hard reset is not possible. If you happen to root them, you may spoof some data like model name and IMEI, not sure if this is enough.
2. Same for SIM Cards. It's unlikely that google can intercept SIM IMEI, so definitely most likely a simple IP rotation will be enough.
I still wonder if anyone will share more info about this topic. Personally, I will still buy reviews when I need (never abusing) because even if I could sort out all these points, it's TOO MUCH of a hassle for me that I'm not 100% into this business. Personally, I believe that someone specialized, will have the tools, the supply, and the skills to do this like 3 or 4 times faster than I can. So he could pay for the costs + his profits, and still be cheaper than just the cost of my time
But still, I would like to know this because I like to manage to do a couple now and then for some of my clients as a demo.
