No, you're going to get scammed.

What would you offer these models that they cannot do for themselves?

Unless your going to pick them up, prep, package and shelf them. Why would they give you a share of the profits when they can do the same thing themselves and keep 100% of the profits?

If you do find a pool of models that uneducated, how are they going to interact with your clients without being so dense that they screw that up? Get poached or some other such headaches to you?

I got most of my models through SEO, paid ads and word of mouth. You need to build a brand and proper skills first, before approaching anyone. As others have stated you need to be sure that you're able to provide value, which means you need to bring in traffic, help with content creation, manage their accounts, grow their social media, etc. There's A LOT of work involved in this business and it's certainly not something you can just start without having any experience. On top of that you need proper people managing skills since you will both be managing the model and employees to help you as well.
