Need a final push on internal links

Hey, just after a little advice. I have a site that is over 8 years old. We have quite a few internal articles targeting local town keywords for a very competitive niche. They are all sitting around bottom page 1 top page 2 area. What would be the best way to boost these up to the top?

We have been working on these for a few months now and just can't seem to get over the final hurdle. Any suggestions would be appreciated.

not doing local SEO, but I know that citations are good for improving local rankings. Maybe someone knows better...
Its not local, the inner pages target local towns but they are all over the UK, citations wouldn't work as I am targeting the natural listings rather than the local pack.

I could swear that targeting geographical areas means local SEO.... But anyway, a few good links should help then... it might even work with (exact match anchor) internal links...

If this doesn't work it's almost certainly a content / site structure / site authority issue (but then again, you still boost the site's authority with backlinks, so...)

it doesn't matter if it's local or regular SEO. You should always internal link. You can literally optimize pages with only internal links from 0 search volume pages that you rank for.

3 articles 1200 word articles on 0 search volume keywords that you rank #1,

1 link per 300 words to your other pages you want to rank = 4 links * 3 articles = 12 links.

optimize those links to point to your pages that need a boost. That's 9 topical relevant in body text links that help google understand what your target pages are about.

C'mon, do the basics!
 
I recommend - quality guest posts would be a better idea along with SEO / Social Media Marketing to boost internal backlinks.
