Some proxies are cheap but they do not work on every target that the customer wants. Thats what I mean with quality.

Speed is an important factor when buying proxies. The rest comes later. I will not like paying US$1 per month for a proxy on which even a simple website takes 1 month, to load !!! Nor should proxies be over-priced. Another important factor is effective and prompt customer support.
