I set up A page about a game,and get 20k fans in 10 days.
I put some affi links to earn money and my page was banned.

also, I set up B page about another game ,and get 20k fans in 10 days.
I didn't put any affi links, but my page get banned too

You answered your own question. Promoting your affiliate links on Facebook is against their TOS. Get creative.

May be the page you made from the account was under risk. Try making it fromthe other account. Hope this will work.

A new account but same ip?

You can try with a new account on the same IP, but they might see it and ban you.

You do have to validate the page at 20k as well (if you make it that far).

What you are doing is likely against the Facebook TOS. It is likely that your pages will be killed and your accounts will be shut down.
