Where do networks get residential proxies

I see a ton of networks claim to have “100m” residential IPs, even the smaller services. Are they just reselling from a bigger provider? Doesn’t seem feasible that they all have a network that big of good residential proxies.
 
Most of the providers of the residential proxies get their IPs from residential connections and pay them accordingly. While some of the providers have their own connections and they provide the dedicated IPs from there.

Do you have any idea what type of rate to expect from offers? I assume they markup the costs a lot

Don't forget networks that are selling "overhead" traffic from existing customers.

Network traffic goes both ways. In case that you are using some proxy app on your device chance are that your proxy provider is reselling your network provider bandwidth.

Think of it like sharing some portion of your mobile data plan with other users of some xyz proxy network. So, while you are browsing something thru proxy in Singapore someone from Germany is using your mobile data to browse in your country.

No idea because I am not in this line of business. Also, I think that this is the one of most widely used operational model for big ones. Generally speaking you have several operational models:
  1. reselling others
  2. building your own proxy network buy renting infrastructure from major residential providers or building your own
  3. selling overhead bandwidth from existing users
