Digital Expert should be punished for what he did on his sales page

He claimed to have a new working solution for google ads accounts knowing his ebook is not working because of 10 euro threshold.But he still kept claiming he has a new solution accepting new orders and claiming all old buyers will receive free copy of the new solution on August 1st.
I bought the ebook 2 weeks before and it never really worked because of the threshold.
I saw i received no update ebook from digital expert on August 2nd so i contacted him and he stated clearly he has NO new method and that his hope was that google would rectify till agust 1st. the old method.
So all posts about a new method or working threshold accounts when everyone else was struggling was a big lie.

He promised to be back with a new solution but clearly also included in the same sentence the information that he is going to SELL it to the previous buyers who have already purchased.
Means you need to pay again even you received an expired/non working method before

Selling Google Adwords accounts should be banned as a whole because NO ONE except Google's algorithm has any control over whether or when they get banned. No one can or should promise anything related to these accounts. Even if he thinks his accounts are safe, there are many other factors from your side that can lead to a ban.
