Genuine outreach for link building - what am I missing?

I see sellers all around take pride that they do genuine outreach, but send site lists to anyone asking or show interest in buying a link.
What am I missing?
How is having a list of sites counts as genuine outreach?

The way I see it, proper outreach is done per the requirement of the client, and not in advanced. Am I wrong?
 
Cause its of course not genuine outreach. Mostly are just resellers - and they are guestposts.

Genuine outreach would be the other way around.

Some mistake that also building up a list via outreach and then sell post on those sites as "genuine outreach" when its just collecting C-tier sites that would insert your link for 30$. If it was hard earned and really good sites, no way someone would give away their list in fear of copying/stealing their outreach.
 
Genuine outreach sellers are most likely in the following brackets:
  • Bought site list that allows backlinks [major percentage]
  • Bought multiple lists and compiled them for the ultimate 'inventory'
  • Spammed all websites on the interweb with CONTACT FORM spam or 'naked email' spam - then built a list. Technically this is outreach. Genuine outreach - I don't know about that.
  • Built a list of HQ websites through outreach over the years [extremely low percentage of sellers] - I think this is fine. If it's a small inventory of HQ websites that the seller has a good relationship then it's ok.
How I think genuine outreach services should looks like from user perspective
  1. Seller takes website HOME URL -- looks at the website and identifies content opportunities (yea almost no-one does this)
  2. Sellers knows their current inventory of sites they work together: first they can offer something from the current inventory
  3. Buyer can check the target website before placing backlink, they can agree, or if nothing is acceptable in current inventory seller should move to outreach for more websites
  4. Once great site is found Buyer is happy, and seller might be able to put a new entry into their inventory.

Anyway, this is how it should look IMO. Of course, this requires a team and a team that knows their stuff. Some sellers here look at a SPAM website see DA 70 and go: HQ LINK. And some of them genuinely believe that what they sell is indeed HQ.

But, real genuine outreach costs not 50-100$. And people on BHW just want to buy as chap as possible.
And mostly, no one will pay upfront if he doesn't see the websites first.
According to my experience, when the client comes - I try to pick some (up to 10) sites in his niche/geo/terms, which I already outreached before (for example while working with another customer), that's all.

No need to send huge lists with spammy sites for all niches - starting with pets, ending with casinos.
And once again - pricing.. People are not ready to pay $300-500 and more for outreach, they'd rather prefer cheaper option with an instant site checking..

Yes, you are right. Real outreach costs a lot and no one wants to pay the extra money.

Those who are looking for real outreach and know what it is, won't ask for these lists of sites (I guess), and probably won't expect to be that cheap.

So I really don't understand the need to list a service you don't provide.

The term 'genuine outreach' is just to grab the attention of novices. Later they realize that those so-called genuine websites were just link-farms.
 
I found that nearly all "outreach" providers are a scam. They just sell off a list. Maybe if they start out they do genuine outreach. But outreach is very hard to scale while keeping it genuine. Thats why I started moving outreach inhouse, even though it was a PITA to learn the process. In the beginning my conversion rate was nearly zero, until I figured out a process that worked for me.
 
That's why it is advised to research before buying links/guest posts in BHW. There is no harm in talking to a seller before ordering. If the seller sends you a list ask him if it will work for your niche or not. Does he have a niche specific list etc.
